As far as the major pattern companies go, their advice at the rear of their catalogues is still to measure by the full bust measurement. It's only the Palmer Pletsch patterns via McCalls that use the high bust measurement as standard. Pati Palmer is in discussions with McCalls as to possibly providing better advice in the catalogues as to how to choose patterns so watch this space, as they say.
