Re: shortening
If there is no vent or other design detail that affects the bottom edge then shortening at the hem can be the most straight forward method.
If there are design details at the hem that would look strange if shortened, then depending on how much the skirt needs to be shortened and what details, fastenings and shaping there is at the top, it may be an option to work from the waist. It's a bigger job because you may need to refit darts and reset a zip .
