lyrical skirt

Hi everyone, I'am making my first lyrical costume. I don't know how wide to make the bottom part of the skirt. the skirt starts from under th girls bust. I have a wide range of girls to make these for girls size 8 childs to size 10 ladies.

how do you normally make them? circle skirts?
